Apple peels vinegar - peels on top?

For vinegar I need air

But apple peels keep coming to the top. So not just sugar water is breathing the air, peels are breathing too. Is it OK?

Or should I keep peels on the bottom and let just sugar water touch the air?

I haven't tried making vinegar yet, but on the fruit and vegetable ferments that I've done I've kept the fruit/veg sumberged. My guess would be that is the same for vinegar. Its mostly to prevent mold from forming. If the environment is already acidic enough to prevent that, keeping them sumberged may not be as necessary.
